A Lei é uma exigência de uma emenda constitucional promulgada em meados de julho, que institui o piso salarial na Constituição.
Bolsonaro vetou a possibilidade de reajuste anual, como proposto pelo Congresso Nacional. O veto foi proposto pelo Ministério da Economia. A primeira razão é que uma indexação salarial a um índice poderia gerar um efeito em cadeia na administração pública, além de ferir a autonomia de estados e municípios.
