Na última quarta-feira, 18, a ministra da Cultura, Margareth Menezes, anunciou a liberação de 1 bilhão de reais da pasta até 30 de janeiro. O montante é referente a recursos voltados a projetos da Lei Rouanet e que haviam sido bloqueados pelo governo Jair Bolsonaro.
Entenda as etapas A Lei Rouanet permite que pessoas físicas e jurídicas direcionem parte de recursos que seriam destinados ao pagamento de Imposto de Renda para o setor cultural. Dessa forma, produtores e artistas recebem patrocínio por meio da isenção fiscal do IR. O projeto precisa ser aprovado no Ministério da Cultura.
Depois da apresentação da proposta – quando o proponente envia os dados ao sistema eletrônico do ministério -, a pasta faz a chamada análise de admissibilidade, ou seja, verifica se as informações e objetivos apresentados condizem com a lei em vigor. Caso admitida, a proposta se transforma em projeto e recebe autorização para captação de recursos incentivados – aqui entram as isenções fiscais.
Depois dessa fase, o projeto passa por nova análise técnica e, ainda, pela Comissão Nacional de Incentivo à Cultura, que emitirá um parecer, que, por sua vez, deve ser referendado pelo ministério. Por fim, caberá ao proponente ir atrás das empresas que apoiarão a sua ideia. A partir do momento que consiga 20% da captação do valor total aprovado, poderá iniciar a execução da proposta. Ao final do processo, é feita a prestação de contas.
