Secretaria da Receita Federal divulgou os resultados de dezembro do ano passado hoje. Acumulado de 2022 é o maior em 20 anos
Mesmo sem os R$ 25,8 bilhões que deixaram de ser cobrados do contribuinte com a isenção de PIS/Cofins sobre combustíveis, a arrecadação de receitas da União somou, ao longo do ano passado, R$ 2,21 trilhões, sendo um novo recorde na série histórica.
O valor, anunciado pela Receita Federal na manhã desta terça-feira (24), é o maior acumulado em um ano desde 2000.
Segundo a Receita, o imposto de renda e a contribuição social foram o carro-chefe da arrecadação de 2022. O crescimento real da cobrança do imposto sobre a renda das pessoas jurídicas (IRPJ) e da Contribuição Social sobre o Lucro Líquido (CSLL) foi de 17,73% em relação ao ano anterior. Já o imposto sobre a renda retido na fonte (IRRF) aumentou em 67,23%.
Em contrapartida, as isenções de impostos federais estabelecidas com a mudança de legislação no último ano (IPI e PIS/Cofins) reduziram os resultados. Sem essas medidas, o crescimento administrado pela RFB, que foi de 6,64%, poderia ter sido de 8,72%.
Houve, assim, uma redução linear de 35% nos valores arrecadados de Imposto Sobre Produtos Industrializados (IPI).
Os menores índices dessa arrecadação ocorreram entre 2014 e 2016, quando Dilma Rousseff passou seus anos finais na Presidência. Em 2015, o governo viu sua arrecadação reduzir 5,62%, índice anual que só foi superado em 2020, o primeiro durante a pandemia.
Questionado acerca da estimativa de aumento da arrecadação de 2023 em R$ 36,4 bilhões, anunciada pelo ministro da Fazenda, Fernando Haddad, o auditor da Receita Claudemir Malaquias disse que ainda não é possível aferir tal projeção com base apenas nas indicações de Produto Interno Bruto (PIB). Segundo Malaquias, a RFB prepara uma nova grade de parâmetros para revisar as projeções.
Com esse novo cenário, as desonerações realizadas pelo governo do ex-presidente Jair Bolsonaro em 2022 também serão revistas. “Parte delas foram já revertidas, a expectativa é que tenha um novo cenário para ser feita uma nova análise (…) não do mérito, mas sim do aspecto quantitativo”, disse o auditor.
