A Polícia Federal deflagrou nesta quarta-feira (15) uma operação para prender três pessoas e cumprir 27 mandados de busca e apreensão no Distrito Federal e em sete estados: Pará, Rio de Janeiro, Goiás, Amazonas, São Paulo, Mato Grosso e Roraima.
A Justiça bloqueou R$ 2 bilhões de suspeitos de usarem notas fiscais eletrônicas para fingir legalidade de ouro extraído de garimpos ilegais na região Amazônica.
Mais de cem policiais federais atuam na operação, além de cinco auditores fiscais e três analistas da Receita Federal.
O esquema facilitaria o envio do ouro para países como a Itália, Suíça, China e Emirados Árabes.
Entre 2020 e 2022, a fraude na emissão de notas fiscais chegou a R$ 4 bilhões, o equivalente a 13 toneladas de ouro.
O bloqueio dos bens dos investigados ocorre em ação conjunta da Polícia Federal com o Ministério Público Federal e a Receita Federal.
O inquérito que deu origem à operação e ao bloqueio dos bens começou em 2021. Quando a Receita Federal indentificou que uma organização criminosa mantinha um esquema para esquentar ouro extraído em garimpos ilegais. O esquentamento é uma prática que visa dar aparência legal para o ouro obtido ilegalmente.
Segundo o delegado da Polícia Federal responsável pela operação, Vinícius Serpa, o esquema triangulava empresas de pequeno porte e uma grande empresa exportadora.
“Empresas menores recebiam o ouro ilegal e as notas fiscais ilegais. Depois, emitiam novas notas fiscais ilegais dando uma aparência de legalidade ao ouro. Então o ouro era repassado para empresas maiores, no topo da exportação”, diz Serpa.
As empresas maiores que o delegado cita funcionavam sob o guarda-chuva de uma única empresa exportadora.
Ainda de acordo com Serpa, a maior parte da mineração ilegal acontece em regiões de difícil acesso. “À medida que a polícia vai entrando, eles [os garimpeiros] vão indo mais para o interior do estado, se escondendo”.
O secretário especial da Receita Federal, Robinson Sakiyama Barreirinhas, disse que o uso de notas fiscais para transações de venda de ouro passará a ser exigido pela Receita Federal.
