O governador Ibaneis Rocha (MDB) decretou validade de até cinco anos para os créditos dos cartões do transporte público do Distrito Federal. A medida vale para os valores adquiridos a partir de abril de 2022 e foi publicada no Diário Oficial do DF, nesta terça-feira (18).
A publicação determina que a validade de cinco anos vale para os cartões de mobilidade, ou seja, aqueles que têm créditos comprados pelo próprio passageiro. Já para os valores pagos pelo empregador e pelo trabalhador, no vale transporte, valerão por dois anos. A nova regra vale para ônibus, metrô e BRT.
O decreto segue as regras anunciadas em março deste ano, pelo então secretário de Mobilidade, Valter Casemiro, e o chefe da Casa Civil, Gustavo Rocha. À época, Ibaneis Rocha estava afastado do cargo por decisão do ministro do Supremo Tribunal Federal (STF) Alexandre de Moraes.
A decisão de confiscar os créditos foi tomada pela então governadora em exercício Celina Leão (PP) e gerou polêmia entre usuários do transporte público e deputados distritais.
Segundo o decreto, os créditos adquiridos em março de 2019, tanto no cartão mobilidade quanto no vale transporte, devem ser expirados a partir desta terça-feira.
Já os valores transferidos aos dois cartões, adquiridos entre abril de 2019 e março de 2022, terão validade até abril de 2024. Os créditos de pessoas falecidas vão vencer, independente do momento da compra, segundo a medida.
O governo afirma que “os valores dos créditos expirados podem ser resgatados da conta de custódia dos créditos do SBA [Sistema de Bilhetagem Automático] e revertidos à manutenção do equilíbrio econômico-financeiro” do sistema de transporte.
O Banco de Brasília (BRB), responsável pelo sistema de bilhetagem, deve avisar aos usuários sobre os valores que perderão a validade um mês antes do prazo final, segundo a publicação.
A Secretaria de Estado de Transporte e Mobilidade (Semob) do Distrito Federal e o BRB tem 90 dias para cumprir as normas dispostas no decreto.
O confisco de créditos parados há mais de um ano foi anunciado, pela primeira vez, para o dia 2 de fevereiro, mas foi adiado um dia antes após críticas. De acordo com a Secretaria de Mobilidade, à época, eram mais de R$ 75 milhões parados nos cartões.
A medida que estabelece validade de 12 meses para os créditos foi anunciada pelo GDF no dia 1º de fevereiro e gerou críticas de deputados distritais e da Ordem dos Advogados do Brasil (OAB) no DF.
