Desde o início do ano legislativo, parlamentares da oposição pressionam o presidente do Senado, Rodrigo Pacheco (PSD-MG), pela instalação de uma CPMI. Para que o colegiado seja instalado, é necessária a adesão de 171 deputados e 27 senadores.
Com a adesão de parlamentares suficientes, a instalação da CPMI é automática. No entanto, é preciso que o requerimento seja lido em sessão do Congresso Nacional.
A extectativa era de que o documento fosse lido por Pacheco, que também preside o Congresso, na sessão de quarta-feira (18/4). No entanto, após pressão de governistas, a sessão foi adiada para a próxima quarta-feira (26).
