Desembargador Cândido Ribeiro teve ofício de reclamação disciplinar aberto pelo Conselho Nacional de Justiça após ser investigado pela PF
O desembargador Cândido Ribeiro teve a aposentadoria por invalidez publicada no Diário Oficial da União desta terça-feira (2/5). Ele atuava como juiz do Tribunal Regional Federal da 1ª Região (TRF-1), em Brasília. Ribeiro tornou-se alvo de operação da Polícia Federal, este ano, por suspeita de vender sentenças a traficantes internacionais de drogas.

Ribeiro tornou-se alvo de operação da Polícia Federal, este ano, por suspeita de vender sentenças a traficantes internacionais de drogas.
A reclamação disciplinar integra o estágio inicial de investigação contra magistrados no CNJ. Ela partiu do corregedor nacional de Justiça, ministro do STJ Luís Felipe Salomão, que destacou haver suspeita de envolvimento do magistrado em crimes de corrupção ativa, organização criminosa voltada para o tráfico internacional de drogas, lavagem de dinheiro e delitos contra o sistema financeiro.
“O TRF1 também foi oficiado para, no prazo de 48 horas, a contar da publicação da decisão, prestar informações sobre os pedidos de providências e processos administrativos que envolvem o desembargador e que tenham como fundamento as situações relacionadas às operações policiais”, informou o CNJ.
As investigações começaram em 2021, com a primeira fase da Operação Flight Level, que foi montada após um traficante internacional de drogas ter sido flagrado com 175 quilos (kg) de cocaína em Lisboa. A droga havia sido transportada em um avião executivo que partira de Belo Horizonte.
Na segunda fase da operação, a PF disse haver indícios segundo os quais os investigados fariam parte de uma “organização criminosa maior, voltada ao tráfico internacional de drogas, à lavagem de dinheiro e à prática de crimes financeiros”.
De acordo com a Receita Federal, que colabora com o caso, parte dos investigados se passava por empresários do setor financeiro, tendo aberto empresas apenas para movimentar o dinheiro ilícito. Ainda segundo o órgão, as empresas foram abertas em nome de laranjas, “pessoas sem capacidade econômico-financeira”.
Um terceira operação, a Habeas Pater, foi deflagrada somente para apurar a existência de um braço da organização criminosa no Judiciário brasileiro.
Em março, Policiais federais apreenderam cerca de R$ 270 mil em um cofre localizado no endereço ligado ao advogado Ravik de Barros Bello Ribeiro, no Maranhão. O mandado de busca e apreensão ocorreu no âmbito da Operação Habeas Pater, que apura crimes de corrupção ativa e passiva. A PF também fez buscas na Asa Norte, área nobre de Brasília, no escritório de Bello Ribeiro. Ele é filho do desembargador Cândido Ribeiro, do Tribunal Regional Federal da 1ª Região (TRF-1).
O advogado e o desembargador são suspeitos de venda de sentenças para traficantes. Caso pai e filho venham a responder pelos crimes, poderão ser condenados a até 12 anos de prisão.
