Estudo mostra que em 9 estados, pobres são maioria da população
Mais de 10 milhões de brasileiros saíram da linha de pobreza no país em 2022. Mesmo assim, a maioria da população de nove estados segue na pobreza — ou seja, vive com uma renda mensal de até R$ 665,02.
Estas são as conclusões de um levantamento do Instituto Jones dos Santos Neves (IJSN), obtido com exclusividade pelo g1 e feito com base em dados de 2022 da Pesquisa Nacional por Amostra de Domicílios (PNAD), do IBGE. O IJSN é um órgão ligado à Secretaria de Estado de Economia e Planejamento (SEP) do Espírito Santo.
O levantamento aponta que:
- a taxa de pobreza brasileira caiu de 38,2% para 33% entre 2021 e 2022, para um nível mais próximo de 2020;
- mesmo com a queda, o número de pobres no país ainda é alto: são 70,7 milhões de brasileiros vivendo em situações precárias; eram 81,2 milhões em 2021
- todos os estados do país tiveram queda nas taxas de pobreza no último ano;
- os estados com as maiores reduções foram Roraima (11,7 pontos percentuais) e Sergipe (9,7 p. p.), mas eles seguem com taxas elevadas, acima de 45%;
- mesmo com queda, Maranhão segue como o estado com os maiores indicadores: seis a cada dez maranhenses vivem na pobreza.
Segundo o estudo, dois fatores principais estão por trás da queda de pobreza em 2022: a melhora do mercado de trabalho e a expansão de programas de transferência de renda, como o Auxílio Brasil (leia mais sobre isso abaixo). O programa foi turbinado no último ano do governo do ex-presidente Jair Bolsonaro (PL), quando ele disputou e perdeu a eleição presidencial para Luiz Inácio Lula da Silva (PT).
Melhora após recorde de pobreza em 2021
Mesmo com a melhora, os dados apontam que os indicadores continuam elevados de forma geral.
“A taxa de pobreza alcançada em 2022 retornou a um patamar próximo ao observado em 2020, que era de 32,7%”, diz Pablo Lira, doutor em Geografia e Diretor-Presidente do IJSN.
A queda do ano passado fica ainda mais evidente porque 2021 teve a taxa de pobreza mais alta dos últimos 11 anos.
Segundo dados divulgados pelo IBGE no final do ano passado, a pandemia da covid-19 fez disparar a pobreza no Brasil. Com isso, o número de brasileiros vivendo abaixo da linha da pobreza bateu recorde em 2021 – fato que é confirmado pelos dados da pesquisa do IJSN.
A pesquisa mostra ainda que o número de brasileiros vivendo na extrema pobreza — ou seja, com até R$ 208,73 por mês — também diminuiu, recuando de 20 milhões em 2021 para 13,7 milhões em 2022. Isso significa que, no ano passado, 6,4% da população vivia nestas condições.
O pico também foi em 2021, com 9,4%. Mas o estudo destaca que, mesmo com a queda em 2022, os números também são considerados altos.
“A taxa de miséria brasileira mais recente é superior aos valores constatados em países como Colômbia (6,6%) e México (3,1%), segundo as estatísticas do Banco Mundial”, diz Lira.
O cenário nos estados brasileiros
A pesquisa também destaca um dado alarmante: das 27 unidades da federação, 9 têm a maior parte da população composta por pessoas em situação de pobreza. Veja a lista:

Como é possível ver acima, os estados estão concentradas no Norte e no Nordeste — regiões que tiveram os maiores avanços na pobreza durante a pandemia, como o IBGE apontou no final de 2022.
Essa situação fica evidente no mapa abaixo, em que é possível perceber que os estados do Norte e do Nordeste têm, de fato, indicadores mais altos que o resto do país — quanto mais escuro for o vermelho, maior é a proporção da população que vive abaixo da linha da pobreza.
Maranhão, inclusive, já encabeçava o ranking de estado com a população mais pobre do país em 2021, segundo o levantamento. Mas o indicador do estado melhorou de um ano para o outro: passou de 67,5% da população para 58,9%.
Já as menores taxas de 2022 foram contabilizadas no Rio Grande do Sul (18,2%), no Distrito Federal (17,3%) e em Santa Catarina (13,9%).

O que está por trás da queda em 2022?
O levantamento destaca que, depois de picos históricos registrados em 2021, as taxas de pobreza e extrema pobreza caíram em 2022 por conta, em parte, da expansão de programas de transferência de renda, como o Auxílio Brasil.
O estudo aponta que o alcance do Auxílio Brasil cresceu muito entre 2021 e 2022. Em 2021, 8,6% dos domicílios brasileiros eram de beneficiários do programa; um ano depois, a proporção aumentou para 16,9%.
Segundo anúncio do próprio governo federal em novembro do ano passado, o programa bateu recorde naquele mês ao atingir 21,53 milhões de famílias.
