Crimes foram em compras de equipamentos de robótica para 43 municípios alagoanos
A Polícia Federal (PF), realiza nesta quinta-feira (1º) uma operação contra fraudes em licitações e lavagem de dinheiro em Alagoas.
Segundo a PF, os crimes ocorreram entre 2019 e 2022, em licitações, adesões a Atas de Registro de Preços e contratos para fornecimento de equipamentos de robótica para 43 municípios em Alagoas por empresa de empresário e político próximos do presidente da Câmara dos Deputados, Arthur Lira.
Todas as fraudes foram feitas em recursos aplicados ou previstos pelo Fundo Nacional do Desenvolvimento da Educação (FNDE).
Os agentes cumprem 27 mandados judiciais de busca e apreensão, sendo 16 em Maceió, 8 em Brasília/DF, 1 em Gravatá (PE),1 em São Carlos (SP) e 1 em Goiânia (GO), além de 2 mandados de prisão temporária em Brasília, todos expedidos pela 2ª Vara Federal da Seção Judiciária do Estado de Alagoas.
A Operação Hefesto conta com o apoio da Controladoria Regional da União em Alagoas (CGU-AL). Segundo a CGU, as fraudes e superfaturamento geraram prejuízo aos cofres públicos de R$ 8,1 milhões e sobrepreço, com prejuízos potenciais de R$ 19,8 milhões, em relação às despesas até então analisadas.
Segundo as investigações, as contratações foram direcionados a uma única empresa fornecedora dos equipamentos de robótica, a Megalic. Foram identificados ainda que foram realizadas movimentações financeiras para pessoas físicas e jurídicas que não possuem direcionamento com o ramo de fornecimento de robótica, o que pode indicar a ocultação e dissimulação de bens, direitos e valores provenientes das atividades ilícitas.
Dirigida por Edmundo Catunda, a Megalic fechou contratos custeados pelas emendas de relator em Alagoas através do programa Educação Conectada, do Ministério da Educação (MEC), criado para ampliar o acesso à internet de alta velocidade e uso de tecnologias digitais na Educação Básica. As prefeituras suspeitas firmaram contratos com a Megalic para distribuição de kits de robótica, incluindo o Consórcio Intermunicipal do Agreste Alagoano (Conagreste) — presidido por um aliado de primeira hora de Arthur Lira, o prefeito de Limoeiro de Anadia, Marlan Ferreira (PP).
O dono da Megalic que faturou com kits de robótica com verba da Educação, em operação suspeita de sobrepreço, esteve mais de 100 vezes na Câmara dos Deputados desde 2016. Em 11 dessas ocasiões esteve em gabinetes do hoje presidente da Casa, Arthur Lira (PP-AL).

Segundo a secretária Educação de Flexeiras, uma das cidades de Alagoas beneficiadas, a intervenção do presidente da Câmara foi determinante para a compra dos equipamentos de robótica.
Segundo Maria José Gomes contou em , a prefeitura também contou com a consultoria de uma assessora parlamentar municipal ligada ao vereador João Catunda, aliado de Lira e filho do dono da empresa que forneceu os kits.
