ONU acredita que preços voltem a disparar, assim como a insegurança alimentar global
A Rússia cumpriu a ameaça de acabar com o acordo que permitia à Ucrânia exportar grãos por um corredor humanitário no Mar Negro.
Mediado pela ONU e pela Turquia, o pacto expirou nesta segunda-feira (17), quando o Kremlin anunciou que interromperá a sua participação, desferindo um duro golpe em agricultores ucranianos e também em países que lutam contra a fome.
Era esperado que a Rússia pularia fora do acordo, apesar dos apelos sistemáticos da ONU e agências de ajuda humanitária.
O presidente Vladimir Putin vinha dando sinais de que não via benefícios no acordo e reivindicava que o banco agrícola estatal da Rússia – o Rosselkhozbank – fosse readmitido no sistema de pagamentos SWIFT.
O secretário-geral da ONU, António Guterres, enviou uma proposta contemplando uma subsidiária do banco, mas não recebeu resposta.
As sanções ocidentais, conforme alegou o presidente russo, impediam as exportações de alimentos e fertilizantes. Além disso, segundo ele, os grãos não chegavam aos países pobres. “Basta!”, reclamou Putin em uma entrevista na semana passada, num indício de que interromperia o pacto.
A ONU rechaça tais argumentos e assegura que o acordo atendeu a ambas as partes e reduziu globalmente os preços dos alimentos em mais de 20%. Partiu da Holanda uma análise básica da decisão anunciada pelo Kremlin. “É totalmente imoral que a Rússia continue a usar alimentos como armas”, resumiu o chanceler Wopke Hoekstra.
A consequência mais imediata é que os preços dos grãos voltarão a disparar, como ocorreu no início da invasão russa à Ucrânia, quando seus navios de guerra bloquearam os portos, impedindo a passagem de 20 milhões de toneladas de produtos.
Dados da ONU mostram que o acordo ajudou a fornecer grãos para 45 países em três continentes: 46% para a Ásia, 40% para a Europa Ocidental, 12% para a África e 1% para a Europa Oriental. Países como Afeganistão, Sudão, Djibouti, Etiópia, Quênia, Somália e Iêmen, castigados pela insegurança alimentar, foram beneficiados com 725 mil toneladas de trigo ucraniano, por meio do Programa Mundial de Alimentos.
A premissa básica do acordo firmado há um ano e renovado três vezes pela Rússia era de que os navios ucranianos que trafegassem por este corredor marítimo não seriam atacados.
Nos dois últimos meses, o número de embarques caiu, e a Ucrânia, considerada o celeiro do mundo, acusou a Rússia de atrasar as inspeções. A decisão anunciada pelo Kremlin nesta segunda-feira confirmou o fim da linha para o pacto de grãos no Mar Negro.
