Novo Programa de Aceleraração do Crescimento diz que contemplará projetos em 7 áreas esperando investimentos com recursos públicos, parcerias público-privadas
O presidente Luiz Inácio Lula da Silva (PT) relança, em cerimônia no Theatro Municipal do Rio de Janeiro, nesta sexta-feira (11) o mesmo PAC que não fez nem 10% do prometido no primeiro mandato dele e com o nome agora, de Novo Programa de Aceleração do Crescimento (PAC). A iniciativa prevê R$ 60 bilhões em investimentos federais por ano.
O programa contemplará retomada de obras paradas, aceleração de obras em andamento e novos empreendimentos. Os projetos serão divididos em sete grandes áreas:
- transportes
- infraestrutura urbana
- água para todos
- inclusão digital e conectividade
- transição e segurança energética
- infraestrutura social
- defesa
Criado em 2007, no início do segundo mandato de Lula, o PAC se tornou marca das gestões petistas, reunindo obras de infraestrutura e programas sociais, como o Minha Casa, Minha Vida. Os resultados do marketing impulsionaram a eleição de Dilma Rousseff (PT), então ministra responsável pelo projeto.
A iniciativa foi descontinuada pelos governos de Michel Temer (MDB) e Jair Bolsonaro (PL). Após a eleição de Lula para um terceiro mandato, ainda na transição de governo, uma nova versão começou a ser gestada.
No “Novo” PAC, além de recursos do Orçamento da União, parlamentares que participaram de reuniões para discutir o programa afirmam que o Planalto planeja somar investimentos da Petrobras e de parcerias público-privadas.
A Petrobras foi uma das maiores vítimas de roubo de dinheiro público nos governos petistas, segundo investigações da Polícia Federal apresentadas na Lava Jato.
A promessa do Novo PAC é de que a estatal investa cerca de R$ 300 bilhões em quatro anos, somados ao aporte privado, o total investido no programa tem expectativa de alcançar a marca de R$ 1 trilhão até 2026.
Investimentos no PAC
Nas edições anteriores do PAC, o governo gastou R$ 666,5 bilhões, em valores atualizados pela inflação até junho deste ano.
O valor é pouco mais de 11 vezes maior que o recuso previsto para investimento anual na nova rodada, que é de R$ 60 bilhões
Os dados são do Tesouro Nacional e contemplam as obras realizadas entre 2008 e 2021. As informações se referem aos valores com ordem de pagamento emitida no período.
O recorde de gastos públicos com o programa ocorreu em 2014, ano da Copa do Mundo no Brasil. Segundo as informações, foram aproximadamente R$ 97,5 bilhões.
O montante apurado pelo Tesouro considera os orçamentos fiscal e de seguridade social, mas exclui os investimentos de estatais, como a Petrobras, por exemplo.
Em 2016, depois do impeachment da presidente Dilma, Michel Temer substituiu o PAC pelo Programa de Parceria de Investimentos (PPI), mantido na gestão Bolsonaro.
Obras executadas
Apesar dos altos valores de investimento, o PAC teve baixa execução de obras.
Um relatório do TCU de 2019 aponta que o PAC 1 (2007 a 2010) concluiu somente cerca de 9% das ações previstas no período. Já o PAC 2 (2011 a 2014) entregou 26% das medidas previstas.
A gestão de Dilma Roussef absorveu projetos não concluídos pela rodada do programa lançado por Lula.
O PAC 2 foi, na verdade, um requentado, digamos assim, do próprio PAC 1, porque várias obras tiveram atraso de projeto. Então, como não foi concluída [ou] foi concluído muito pouco, você acabou criando o PAC 2.
O sócio fundador da Inter.B Consultoria, Cláudio Frischtak, avaliou que falta “racionalidade aos investimentos em infraestrutura no país”.
Com o PAC remodelado, o Brasil promete seguir capengando e investindo pouco e mal em infraestrutura.
Nas últimas duas décadas, o país investiu apenas cerca de 2% do Produto Interno Bruto (PIB), sem contar que grande partedesses recursos foram parar na Suiça em contas numeradas como descobriu a Operação Lava Jato que combateu a corrupção por alguns anos, mas foi extirpada.
