“Não há nos autos elementos que permitam, com mínima segurança, afiançar que terem sido essas manifestações de abono produzidas em prédios públicos haja sido fator de impacto substancial sobre a legitimidade das eleições. A indispensável comprovação de um desvio de finalidade qualificado pela consequência da quebra da legitimidade do pleito diante ainda de um concreto comprometimento do equilíbrio entre os competidores eleitorais não se mostra satisfeita”, afirma Gonet.
