Mecanismo usado por fintechs dificulta identificação de origem e rastreio de recursos
O Banco Central (BC) publicou uma nova resolução nesta segunda-feira (3) com o objetivo de fechar contas-bolsão irregulares, que têm sido utilizadas por organizações criminosas para lavar dinheiro.
A nova norma entra em vigor em dezembro de 2025, com o objetivo de eliminar as chamadas “contas-bolsão”, mecanismo utilizado para centralizar e movimentar recursos financeiros de múltiplos clientes por meio de uma única conta bancária, especialmente por fintechs.
As contas-bolsão consistem em contas únicas abertas por fintechs em bancos tradicionais para gerenciar os fundos de seus clientes, o que dificulta o monitoramento individualizado das transações e a identificação da origem dos recursos.
Segundo dados da instituição, essa prática tem sido usada para lavagem de dinheiro e ocultação de operações ilícitas, pois a consolidação das movimentações em uma única conta dificulta o rastreamento pelas autoridades competentes, como o Conselho de Controle de Atividades Financeiras (Coaf), Polícia Federal e Receita Federal.
Com a publicação da norma, fintechs e instituições financeiras passam a ser obrigadas a informar ao BC e aos órgãos de fiscalização todas as movimentações financeiras individualizadas, eliminando a possibilidade de uso da conta única para movimentar recursos de clientes distintos.
O BC determinou que as fintechs que não cumprirem esta norma estarão sujeitas a sanções, que incluem multas e possibilidade de suspensão ou cancelamento da autorização para operar.
De acordo com o Banco Central, o fim das contas-bolsão pretende aumentar a segurança e a transparência do sistema financeiro, além de contribuir para a prevenção e repressão a crimes financeiros e lavagem de dinheiro.
A regulamentação segue recomendações internacionais sobre fortalecimento do compliance no setor financeiro, promovendo maior controle e fiscalização das operações realizadas por fintechs.
