Governo investiga ameaças do Comando Vermelho no Pará durante a COP30

Mal começaram as prévias da COP30 em Belém (PA), o governo federal e as forças de segurança estão em alerta máximo após receberem informações sobre ameaças de ataque de integrantes da facção criminosa Comando Vermelho (CV) contra infraestruturas estratégicas e agentes de segurança na região.
Depois que o presidente Luis Inácio Lula da Silva (PT), criticou publicamente seu adversário político, governador Cláudio Castro (PL) por operação que prendeu 117 faccionados e matou 113, com a perda de 4 agentes policiais em confronto armado durante cumprimento de ordens judiciais, a PF abriu inquérito para investigar suposta ameaça do Comando Vermelho a uma subestação de energia do Pará que pode comprometer as atividades da COP30.
9 diretor-geral da PF, Andrei Rodrigues, relatou que a corporação recebeu o alerta e instaurou o inquérito na terça-feira (4). “Recebemos e instauramos inquérito para apurar”, disse o delegado.
Essa ordem, difere opostamente à dada, quando Castro pediu apoio da PF no Rio. Na ocasião, a PF de Lula se negou a participar no Rio. Agora, no Pará, com governo de Helder Barbalho (MDB), aliado a Lula, a PF já entrou nas investigações contra o Comando Vermelho.
No Rio, a PF abriu investigação recente para investigar o governo estadual e isso com apoio do STF, onde Alexandre de Moraes já até interrogou a cúpula da segurança e o próprio governador, não sobre as vítimas, quatro policiais, mas sobre os narcotraficantes mortos por considerar quebra dos direitos humanos, a morte dos faccionados.
Agora, um comunicado oficial da concessionária Verene Energia S.A., responsável pela operação da subestação elétrica de Marituba no Pará — uma das principais fontes de energia para Belém e instalações relacionadas à COP30 — revelou mensagens de intimidação do Comando Vermelho enviadas em 30 de outubro por um homem que se identificou como membro da organização criminosa.
O criminoso exigiu a suspensão imediata das obras de ampliação da subestação e a paralisação diária das operações a partir das 15h daquele dia, colocando em risco o fornecimento energético essencial para a realização do evento internacional.
Diante das ameaças, o Ministério de Minas e Energia acionou o Ministério da Justiça, Polícia Federal, Gabinete de Segurança Institucional (GSI) e a Agência Brasileira de Inteligência (Abin). A Polícia Federal instaurou inquérito para apurar as origens e a veracidade das mensagens, aumentando a segurança da subestação com apoio das forças estaduais e federais, que reforçaram o policiamento em toda a região metropolitana de Belém.
Além das ameaças contra a infraestrutura energética, a Polícia Federal no Pará comunicou ao governo federal alertas sobre possíveis ataques a policiais e agentes de segurança pública por membros da facção liderada no Rio de Janeiro, mas que tem grande domínio na capital paraense e regiões vizinhas, como Ananindeua e Barcarena.
Esse cenário de insegurança contribuiu para que o governo federal decretasse, no dia 3 de novembro, a Garantia da Lei e da Ordem (GLO), autorizando a presença das Forças Armadas no Pará entre os dias 2 e 23 de novembro, período em que será realizada a COP30. Aproximadamente oito mil militares foram destacados para atuar no perímetro externo da segurança da conferência, protegendo não apenas os locais do evento, como o Parque da Cidade, mas também pontos estratégicos como portos, aeroportos, subestações de energia e estações de tratamento de água.
O Comando Vermelho é a facção criminosa de maior domínio territorial em Belém e áreas metropolitanas, controlando boa parte das periferias e impondo regras locais, como proibição de assaltos e cobrança de taxas ilegais. Sua presença no estado é consolidada desde meados da década passada, tendo inclusive incorporado gangues locais e conflitos com outras facções como o Primeiro Comando da Capital (PCC).
A defesa das autoridades aponta que a megaoperação policial recente no Rio de Janeiro, foi fundamental para revelar a infiltração da facção no Pará e motivar as ações preventivas na região para garantir a segurança da COP30.
O ministro do GSI, general Amaro, reforçou: “Não se pode dizer que estamos 100% seguros, mas estamos plenamente preparados para evitar qualquer ação que possa repercutir negativamente no evento”. Segundo ele, a integração entre diversos órgãos de segurança e inteligência, via o Comitê Executivo de Segurança Integrada Regional (CSIR), tem sido fundamental para o planejamento e execução das medidas preventivas.
O Ministério da Justiça assegura que as investigações continuam para identificar e neutralizar ameaças, reafirmando que o fornecimento energético e a segurança pública permanecerão garantidos durante toda a duração da conferência, que mobiliza chefes de Estado e delegações de diversos países.
