Fraudes nas verbas da intervenção federal no Rio de Janeiro (RJ), em 2018, aconteceram na gestão do general Braga Netto
Militares que integraram o Gabinete da Intervenção Federal (GIF) no Rio de Janeiro, em 2018, e empresários são alvo nesta terça-feira (12) da Operação Perfídia, deflagrada pela Polícia Federal (PF) para investigar supostas fraudes na verba do programa, que custou R$ 1,2 bilhão. O general Walter Souza Braga Netto, nomeado interventor, é investigado e teve o sigilo telefônico quebrado pela Justiça.
Na operação de hoje, a PF cumpre 16 mandados de busca e apreensão emitidos no Rio de Janeiro, em Minas Gerais, em São Paulo e no Distrito Federal.

A Agência de Investigações de Segurança Interna dos Estados Unidos (Homeland Security Investigations, ou HSI) descobriu que a CTU Security LLC ficou responsável pelo fornecimento de logística militar para executar Jovenel Moïse e substituí-lo na Presidência do Haiti por Christian Sanon, um cidadão americano-haitiano.
A HSI passou a examinar conexões e contratos da CTU e localizou o do fornecimento de coletes para o GIF.
Segundo a PF, a CTU celebrou o contrato 79/2018 com o GIF, após a dispensa de licitação 27/2018, em 31 de dezembro de 2018 — último dia da intervenção — no valor de US$ 9.451.605,60 (valor global de R$ 40.169.320,80 do câmbio à época), tendo recebido integramente o pagamento do contrato em 23 de janeiro de 2019, através do documento 2019OB800004.
Desses R$ 40 milhões, cerca de R$ 4,6 milhões teriam sido desviados como sobrepreço.
Após a suspensão do contrato pelo Tribunal de Contas da União (TCU), o valor foi estornado em 24 de setembro de 2019.
Além desta contratação, a Operação Perfídia investiga o conluio de duas empresas brasileiras que atuam no comércio proteção balísticas e formam um cartel deste mercado no Brasil. Tais empresas possuem milhões em contratos públicos.
Durante quase todo o ano de 2018, a segurança pública do RJ ficou a cargo das Forças Armadas, após um decreto do então presidente Michel Temer. A medida foi tomada depois de um carnaval marcado por arrastões e ataques em blocos.

Na cerimônia de encerramento da intervenção, em 27 de dezembro de 2018, as Forças Armadas informaram que tinham empenhado até então R$ 890 milhões do R$ 1,2 bilhão reservado para a iniciativa e que havia a previsão de devolver R$ 120 milhões.
