Ministro da Saúde que por fim às medidas emergenciais que garantem agilidade nas ações de governo para combater catástrofes como o coronavirus está causando
O ministro da Saúde disse, em cadeia nacional de rádio e TV, neste domingo (17) que editará um ato normativo com as regras para o fim da medida sanitária nos próximos dias.
Marcelo Queiroga, fez um pronunciamento, em cadeia nacional de rádio e TV, neste domingo (17). No discurso, Queiroga afirmou que há “condições”, no Brasil, para anunciar o fim da Emergência em Saúde Pública de importância Nacional (Espin).
Segundo o ministro, nos próximos dias será “editado um ato normativo” com as regras para essa medida.
Segundo o ministro, mais de 73% da população brasileira completou o esquema vacinal e cerca de 71 milhões de doses de reforço foram aplicadas.
“Graças à melhora do cenário epidemiológico, à ampla cobertura vacinal da população e à capacidade de assistência do SUS, temos hoje condições de anunciar o fim da Emergência de Saúde Pública de Importância Nacional, a Espin. Nos próximos dias, será editado um ato normativo disciplinando essa decisão”, declarou o ministro da Saúde.
Marcelo Queiroga acrescentou, no entanto, que a medida não “significa o fim da Covid-19”. “Continuaremos a conviver com o vírus. O Ministério da Saúde permanece vigilante e preparado para adotar todas as ações necessárias para garantir a saúde dos brasileiros”, afirmou.
O Ministério da Saúde, no entanto, não tem competência para decretar o fim da pandemia, determinada 11 de março de 2020 pela Organização Mundial da Saúde. Mas o presidente Jair Bolsonaro vem defendendo o fim da Espin.
Segundo o consórcio de veículos de imprensa, neste domingo, o Brasil registrou 18 mortes pela Covid-19 nas últimas 24 horas, totalizando 662.011 desde o início da pandemia. A média móvel de mortes está em queda há 52 dias.
Ao contrário de Queiroga, a Organização Mundial da Saúde (OMS), no último dia 13 de abril, determinou que a pandemia de Covid-19 continua a ser uma “Emergência de Saúde Pública de Importância Internacional”. A decisão da OMS seguiu o parecer do comitê de emergências da entidade, que reconheceu que o Sars-Cov-2, vírus causador da Covid, continua a ter uma evolução “imprevisível, agravada pela sua ampla circulação e intensa transmissão”.
A portaria do governo federal decretou o Espin foi publicada em fevereiro de 2020, poucos dias depois de a OMS declarar emergência internacional de saúde pública.
A norma permitiu que os governos federal, estaduais e municipais tomassem uma série de medidas, como o uso obrigatório de máscaras e a autorização emergencial para vacinas.
A OMS ainda não reavaliou a situação de emergência internacional. E não há um prazo para isso. Mas cada país pode decidir sobre a sua situação com base na situação epidemiológica de seu território.
Com o fim da emergência em saúde pública, o Ministério da Saúde estima que mais de duas mil normas caiam em todo o país, como a possibilidade de comprar medicamentos e insumos médicos sem licitação. Isso porque muitas leis e decretos estavam vinculados à Espin.
Com uma nova portaria, o governo pode estabelecer um prazo, de 30 a 90 dias, para que os órgãos públicos se adaptem.
Ou seja, as normas em vigor atualmente não perderiam a validade de imediato. E algumas poderiam ser prorrogadas. O Ministério da Saúde já pediu à Anvisa, por exemplo, que autorize a manutenção, por até um ano, do uso emergencial de alguns produtos para combater a Covid, como a vacina Coronavac.

Expresso nossa solidariedade aos familiares das vítimas e àqueles que ainda sofrem em decorrência das sequelas dessa doença.
Sentimos todas as perdas, mas com a força do nosso Sistema Único de Saúde – o SUS, salvamos muitas vidas.
Agradeço aos médicos, que, com a autonomia defendida pelo Governo Federal, utilizaram o melhor da ciência em favor dos pacientes, bem como a todos os profissionais da saúde que, incansavelmente, lutaram contra essa doença.
O Governo Federal, por meio do Ministério da Saúde, fortaleceu o Sistema Único de Saúde, com a expansão na capacidade de vigilância, ampliação na atenção primária e especializada à saúde.
Foram mais de 100 bilhões de reais destinados exclusivamente para o combate à pandemia, além dos mais de 492 bilhões para o financiamento regular da saúde desde 2020.
O Brasil realiza a maior campanha de vacinação de sua história.
Já foram distribuídas mais de 476 milhões de vacinas, todas adquiridas pelo Ministério da Saúde.
Hoje, mais de 73% da população brasileira completou o esquema vacinal e mais de 71 milhões receberam a dose de reforço.
Temos vacinas disponíveis e os brasileiros acessam livremente essa política pública.
