O caso da mãe e seus dois filhos encarcerados por 17 anos em Guaratiba, na Zona Oeste do Rio de Janeiro, libertados nesta quinta-feira (28) repercute mal em várias partes do mundo.

Nesta sexta-feira (29), a Polícia Civil informou que a Corregedoria abriu um procedimento para apurar todos os fatos e os motivos de nada ter sido feito desde então.
Segundo nota da polícia, as investigações tiveram início em 2020 quando o caso foi registrado na 43ª DP (Guaratiba) e, na sequência, foi encaminhado à 36ª DP (Santa Cruz). “O inquérito foi enviado três vezes ao Ministério Público para providências. A última vez que retornou foi em maio deste ano”, acrescenta o texto.

A Clínica Família Alkidar Soares, que foi avisada na época, da situação de maus-tratos disse que notificou o fato ao Conselho Tutelar da região. Disse ainda que vinha monitorando o caso, que várias tentativas foram feitas pelos profissionais de saúde, mas que o morador nunca permitiu a entrada no imóvel.
Na sede do Conselho Tutelar de Guaratuba, o conselheiro responsável pelo caso pediu para não ser identificado, mas confirmou que esteve na casa, acompanhado por uma equipe de psicólogos e de profissionais da saúde. Ele disse que registrou o caso na delegacia e que comunicou a situação ao Ministério Público, mas depois não fez mais nada.
Um relatório da Secretaria de Assistência Social do município confirma a visita do conselheiro tutelar. A secretaria disse que foi acionada pelo Conselho Tutelar, em março de 2020, e que esse relatório foi encaminhado ao Ministério Público e um boletim de ocorrência foi registrado.
A prefeitura disse inda que tentou voltar à casa, mas Luiz Antônio não deixou os assistentes entrarem e que ficou por isso mesmo.
O Ministério Público emitiu uma nota dizendo que o Conselho Tutelar informou o caso à Promotoria da Infância e da Juventude, em março de 2020.
Disse ainda que todas as medidas pertinentes foram tomadas para acabar com o cárcere privado e que noticiou os fatos à Polícia Militar e à Polícia Civil, mas também não acompanhou para checar o desfecho do crime continuado.
Ainda de acordo com o MP, o Conselho Tutelar afirmou na época, que toda a rede de proteção estava ciente.
A última autoridade informada sobre a situação da família encarcerada de Guaratiba, a Polícia Militar, informou que não localizou nenhum documento oficial sobre a denúncia feita em 2020.
As vítimas continuam sob observação no Hospital Rocha Faria para onde foram socorridas em estado de desnutrição, desidratação e confusão mental graves.
Além de se auto investigar, o MP também afirmou nesta sexta-feira (29) que instaurou um procedimento para investigar a atuação do Conselho Tutelar no caso.
