O Ministério de Gestão e Inovação apresentou nesta sexta-feira (19) o novo modelo para a nova carteira de identidade, que começou a ser implementada em 2022.
A identificação dos brasileiros passará a ser emitida com duas mudanças em relação às normas definidas durante o governo do ex-presidente Jair Bolsonaro:
- a unificação do campo “nome”, sem distinção entre o nome social e o nome de registro civil;
- a extinção do campo “sexo”.
Os dois campos não existiam no modelo antigo de identidade, emitido nas últimas décadas em todo o país, mas foram estabelecidos após mudanças feitas na gestão anterior do governo federal.
A volta da ausência dos dois campos na identidade atende a um pedido do Ministério dos Direitos Humanos e busca tornar o documento mais inclusivo.
O governo do presidente Lula criou um grupo de trabalho para discutir as alterações. O modelo adotado por Bolsonaro recebeu críticas do Ministério Público Federal e de entidades LGBTQIA+.
Essas novas regras devem ser publicadas no Diário Oficial da União no fim de junho. Os estados têm até o dia 6 de novembro para aderir à emissão do novo documento.
O novo documento vai substituir gradualmente o RG (Registro Geral) eliminando o número de RG e usando apenas o número do CPF (Cadastro de Pessoa Física) como identificação.
Com a implementação da nova identidade, o brasileiro passa a adotar apenas o CPF como número identificador.
O RG, segundo o governo, deve cair gradualmente em desuso nos cadastros.
Segundo o Ministério de Gestão, até abril, os estados tinham emitido mais de 460 mil Carteiras de Identidade Nacional físicas e outras 330 mil tinham sido baixadas em formato digital no aplicativo “gov.br”.
O modelo adotado no governo Bolsonaro com a inclusão de sexo e distinção do nome social recebeu críticas do Ministério Público Federal (MPF). A Procuradoria Federal dos Direitos do Cidadão do órgão havia alegado que o novo modelo de RG, ao trazer critérios sobre sexo e nome social, pode ser inconstitucional.
Para o órgão, a utilização do nome de registro antes do nome social “configura flagrante violação do direito à autoidentificação da pessoa trans” e abre “perigoso precedente para a exposição vexatória de um nome que não representa a pessoa que se deseja identificar”.
Em relação ao campo “sexo”, a procuradoria considerou não haver necessidade administrativa ou burocrática que justifique a inclusão desta informação. O MPF também levou em consideração as pessoas intersexo, que possuem alguma variação natural nas características do corpo em relação ao sexo biológico.
Entidades ligadas aos direitos LGBTQIA+ também questionaram a inclusão do nome social em campo separado – já que, na prática, travestis e transexuais continuariam tendo que exibir o nome de registro, com o qual não se identificam.
