Careca do INSS já se reuniu com senador Weverton e com integrantes do Ministério da Previdência Social indicados pelo senador

O presidente do Senado Federal impôs sigilo de 100 anos sobre eventuais entradas do lobista Antonio Carlos Camilo Antunes, o Careca do INSS, na Casa Legislativa.

Mesmo com solicitação via Lei de Acesso à Informação (LAI), todos os registros de entrada do Careca do INSS no Senado. A Casa, comandada por Alcolumbre, amigo do senador Weverton Rocha, alegou que as informações são de “caráter pessoal” e citou trecho da legislação que assegura o sigilo centenário.

“Os dados solicitados consistem em informações de caráter pessoal, haja vista se referirem a pessoa natural identificada, submetendo-se aos regramentos dos artigos 55 e seguintes do Decreto nº 7.724, de 16 de maio de 2012 (Regulamenta a Lei nº 12.527, de 18 de novembro de 2011), bem como aos arts. 5º e 7º da Lei nº 13.709, de 14 de agosto 2018 (Lei Geral de Proteção de Dados – LGPD)”, explicou o Senado.
O senador Weverton Rocha (PDT-MA) já admitiu, em outras ocasiões, ter se encontrado com o Careca do INSS, uma das figuras centrais da “Farra do INSS”, revelada pelo Metrópoles. Ao jornal O Globo o parlamentar afirmou que recebeu o lobista ao menos três vezes em seu gabinete.

Com os votos de 73 senadores, Davi Alcolumbre (DEM-AP) foi eleito presidente do Senado Federal no início do ano para os anos de 2025 e 2026. O senador Weverton Rocha (PDT-MA) apoiou o parlamentar amapaense.

“Alcolumbre ajudou muito o Maranhão quando presidiu a Casa Legislativa. Tenho certeza que vamos poder contar com ele nesta nova gestão”, declarou Weverton na ocasião.

Procurado sobre o sigilo que oculta as entradas do Careca do INSS, o presidente do Senado não se manifestou sobre o sigilo de 100 anos. A negativa aplicada pela Casa contrapõe entendimento da Controladoria-Geral da União (CGU) sobre os registros de entradas.

“Há interesse público na divulgação da relação de pessoas que adentraram nas dependências de órgãos públicos, pois o cotejamento dos registros de entrada/saída com a publicação das agendas de autoridades, prevista no artigo 11 da Lei nº 12.813/2013 (Lei do Conflito de Interesses), permite identificar eventuais irregularidades e indicar conflitos de interesse no exercício do cargo ou função pública”, diz enunciado da CGU.
Ao contrário do Senado, a Câmara atendeu ao pedido da coluna. Não há, contudo, registros de entrada do lobista no órgão desde 1º de janeiro de 2019, segundo a Casa.

Careca do INSS se reuniu com atual nº2 da Previdência


O atual secretário-executivo do Ministério da Previdência Social, Adroaldo da Cunha Portal, mantido pelo presidente Luiz Inácio Lula da Silva (PT) que tem Weverton Rocha como aliado, recebeu Careca do INSS no próprio gabinete, em 13 de março de 2023. O gestor ocupava a Secretaria do Regime Geral de Previdência Social da pasta na época da reunião fora da agenda oficial.

Adroaldo diz que o encontro não foi marcado e que desconhecia o Careca do INSS, mas decidiu recebê-lo porque uma assessora o informou que um representante de correspondente bancário gostaria de falar com o secretário. O lobista acompanhava esse representante, disse.

O número 2 do ministério de Lula também foi chefe de gabinete de Weverton. O parlamentar é responsável, ainda, pela indicação do ex-diretor de Benefícios do Instituto Nacional do Seguro Social (INSS) André Fidélis ao cargo, do qual foi afastado em 2024, quando a imprensa divulgou os descontos indevidos em aposentadorias e pensões.

Farra do INSS


O escândalo do INSS foi revelado pelo site Metrópoles em uma série de reportagens publicadas a partir de dezembro de 2023. Três meses depois, o portal mostrou que a arrecadação das entidades com descontos de mensalidade de aposentados havia disparado, chegando a R$ 2 bilhões em um ano, enquanto as associações respondiam a milhares de processos por fraude nas filiações de segurados.

As reportagens levaram à abertura de inquérito pela Polícia Federal (PF) e abasteceram as apurações da CGU. Ao todo, 38 matérias do portal Metrópoles foram listadas pela PF na representação que deu origem à Operação Sem Desconto, deflagrada no dia 23/4 e que culminou nas demissões do presidente do INSS e do ministro da Previdência, Carlos Lupi, sempre aliado de Lula.

Sobre o Careca do INSS

Considerado uma das figuras-chave do esquema bilionário, o Careca do INSS teve carros de luxo apreendidos pela PF, após mandados de busca e apreensão em 20 de maio. Os automóveis estavam na garagem do primeiro subsolo de um prédio no Setor Bancário Norte, em Brasília.

Alvo da PF, o lobista montou nova empresa de call center para atuar com crédito consignado destinado a aposentados e pensionistas do INSS. Como mostrou o Metrópoles em julho, o novo empreendimento funcionará no mesmo lugar, em Brasília, em que mantinha as empresas Truetrust e Callvox, que atuavam no mesmo ramo.

Três entidades envolvidas no escândalo do Instituto Nacional do Seguro Social (INSS) acionaram o Tribunal de Justiça do Distrito Federal e dos Territórios (TJDFT) contra o Careca do INSS. Parte dos pedidos é para reaver ao menos R$ 647,4 mil por desfiliações de associados.
