Grupo usava empresas de fachada, fundos de investimento e fintechs para fraudar o mercado de combustíveis e ocultar patrimônio.
Quase 50 postos de combustíveis foram interditados nos estados do Piauí, Maranhão e Tocantins nesta quarta-feira (5), como parte da Operação Carbono Oculto 86, deflagrada pelas forças policiais para desmantelar um sofisticado esquema de lavagem de dinheiro do Primeiro Comando da Capital (PCC) usando o mercado de combustíveis.
As investigações mostram que o PCC utilizava empresas de fachada, fundos de investimento e fintechs para fraudar o comércio de combustíveis, ocultar patrimônio e movimentar lucros do crime organizado. Empresas do ramo eram registradas em nome de laranjas ou operadores ligados ao PCC, com recursos circulando entre postos, distribuidoras e órgãos reguladores em diversos estados.
Segundo a Secretaria de Segurança Pública do Piauí, a Polícia Civil atuou em conjunto com o Ministério Público e o Instituto de Metrologia do Estado, identificando a interligação direta entre empresários do setor na região e operadores financeiros do PCC. As investigações revelaram que parte da movimentação financeira do grupo ocorria por meio de fintechs que funcionavam como bancos paralelos, além do uso de fundos de investimento que dificultavam o rastreamento dos valores ilícitos.
No Piauí, a ação interditou postos nas cidades de Teresina, Lagoa do Piauí, Picos, Parnaíba, Uruçuí e outros municípios. No Maranhão, cidades como Caxias, Alto Alegre e São Raimundo das Mangabeiras foram alvos; e em Tocantins, o foco foi São Miguel do Tocantins. No total, mais de 49 postos foram fechados somente na última fase, com suspeita de atuação direta no esquema de lavagem de dinheiro.
A operação Carbono Oculto já havia executado centenas de mandados judiciais em meses anteriores em São Paulo, Paraná, Goiás, Espírito Santo, Mato Grosso e Mato Grosso do Sul, bloqueando bilhões de reais em bens e valores. A Receita Federal estima que mais de mil postos ligados à organização criminosa tenham movimentado R$ 52 bilhões entre 2020 e 2024, com a maior parte dos recursos disfarçada em operações legais de compra e venda de combustíveis.
Práticas criminosas identificadas
Além da lavagem, a polícia identificou fraudes como adulteração de gasolina e “bomba baixa” (quando o consumidor recebe menos combustível do que o informado na bomba), além de uso irregular de metanol e nafta para aumentar o volume de gasolina comercializada. Essas práticas colocam em risco a economia local, veículos e consumidores, além de gerar prejuízos bilionários aos cofres públicos.
Representantes do Ministério Público e da Polícia Federal destacam que a operação representa uma resposta inédita à infiltração do crime organizado no setor de combustíveis. A expectativa é que o bloqueio dos postos dificulte a atuação financeira do PCC, ao mesmo tempo que as investigações prosseguem contra empresários, operadores e demais envolvidos.
