Texto atualiza o primeiro projeto de lei, encaminhado na sexta-feira
O Governo do Distrito Federal encaminhou nesta terça-feira (24) à Câmara Legislativa do Distrito Federal uma versão atualizada do projeto de lei que autoriza a contratação de empréstimo de até R$ 6,6 bilhões para reforçar o capital do Banco de Brasília. A proposta amplia o texto originalmente protocolado na última sexta-feira (20) e integra o plano de socorro financeiro à instituição, que enfrenta forte pressão após perdas bilionárias relacionadas ao caso do Banco Master.
Na versão inicial, o Executivo local previa a utilização de 12 imóveis públicos como garantia para a operação de crédito, sem transferência imediata de propriedade. Entre os ativos listados estava o complexo do Centrad. O objetivo era viabilizar a captação de recursos para recompor perdas estimadas entre R$ 5 bilhões e R$ 6 bilhões.
O novo texto eleva o teto da autorização para R$ 6,6 bilhões e amplia os mecanismos financeiros disponíveis. Além da oferta de imóveis como garantia real, o projeto prevê operações estruturadas com apoio do Fundo Garantidor de Créditos (FGC) e instituições financeiras, bem como a possibilidade de securitização de ativos e constituição de fundos imobiliários. Também está prevista a realização de aporte patrimonial direto pelo GDF, na condição de acionista majoritário do banco.
Segundo informações apresentadas pelo próprio BRB, os valores dos imóveis ainda dependem de laudos técnicos independentes, já que não há avaliação oficial consolidada dos bens indicados como garantia. A estratégia busca preservar o patrimônio líquido da instituição, estimado em cerca de R$ 4,5 bilhões, e atender às exigências regulatórias do Banco Central, que determinou a adoção de medidas para recomposição de capital até março.
As dificuldades financeiras do BRB se intensificaram após a aquisição, entre 2024 e 2025, de aproximadamente R$ 12,2 bilhões em carteiras de crédito consideradas problemáticas do Banco Master. A operação passou a ser alvo de investigação da Polícia Federal, enquanto o Banco Central determinou provisão de R$ 2,6 bilhões para cobertura de possíveis perdas e exigiu a apresentação de um plano de recuperação.
Nos últimos meses, o banco promoveu a venda de cerca de R$ 5 bilhões em ativos para reforçar o caixa. Ainda assim, as negociações em curso com o Tesouro local, estimadas em aproximadamente R$ 730 milhões, foram consideradas insuficientes para recompor integralmente os índices prudenciais. Sem o aporte adicional, o BRB poderia sofrer restrições operacionais impostas pelo regulador.
O governador Ibaneis Rocha tem defendido publicamente a medida, afirmando que a capitalização é necessária para proteger serviços essenciais e garantir a estabilidade financeira do banco público. Na Câmara Legislativa, entretanto, o presidente da Casa, Wellington Luiz, sinalizou que o projeto será analisado com cautela e que não haverá tramitação acelerada sem debate aprofundado entre os parlamentares.
A nova proposta se soma a autorizações anteriores de garantias estimadas em R$ 1 bilhão e ocorre sob monitoramento de órgãos de controle e do Banco Central, diante do impacto fiscal potencial sobre as contas do Distrito Federal. Enquanto o governo argumenta que a medida é fundamental para preservar a solidez do banco e assegurar a manutenção da folha de pagamento e do crédito local, críticos apontam riscos fiscais e questionam a gestão que levou à atual situação financeira da instituição.
