Numa escala decrescente de 0 a 100 Brasil tem 36 indicando grave corrupção no país, a segunda pior classificação brasileira
O Brasil caiu 10 posições no Índice de Percepção da Corrupção (IPC) de 2023, divulgado nesta terça-feira (30), pela Transparência Internacional.
O país registrou 36 pontos na contabilização do Instituto e ficou na 104ª posição.
O IPC mede como especialistas e empresários enxergam a integridade do setor público nos 180 países pesquisados. A nota vai de zero a 100, onde zero significa “altamente corrupto” e 100 significa “muito íntegro”.
Quanto melhor a posição no ranking, menos o país é considerado corrupto. O Brasil ficou com a mesma pontuação da Argélia, da Sérvia e da Ucrânia.
Entre os países das Américas, o Brasil ficou atrás, por exemplo, de Uruguai (76 pontos), Chile (66 pontos), Cuba (42 pontos) e Argentina (37 pontos).
O Brasil ainda ficou dois pontos a menos do que no ano anterior (2022), abaixo da média global, que está em 43 pontos. Esta é a segunda pior pontuação recebida pelo Brasil desde que o índice é calculado. Nos anos de 2018 e 2019 o país recebeu apenas 35 pontos.
O país mais bem classificado no ranking foi a Dinamarca, com 90 pontos. A Somália recebeu a menor pontuação, com 11 pontos.

Com relação ao governo do presidente Luiz Inácio Lula da Silva (PT), o relatório faz, entre outras críticas, a flexibilização da Lei das Estatais.
“Já há sinais de piora nos termos atuais de barganha entre governo federal e Congresso, com a reintrodução de outra grande moeda de troca política: o loteamento das estatais”, pontua.
Nesse sentido, a Transparência Internacional cita o caso da Petrobras.
“Os efeitos já começaram a ser sentidos na principal empresa brasileira e foco de macro esquemas de corrupção, a Petrobras, com afrouxamento de regras de blindagem política no estatuto da companhia e nomeações de gestores atropelando vetos do departamento de compliance, inclusive indivíduos investigados por corrupção”, destaca.
Já sobre o governo anterior, de Jair Bolsonaro (PL) o instituto diz que houve um retrocesso no combate a corrupção no país.
“Os anos de Jair Bolsonaro na Presidência da República deixaram a lição de como, em poucos anos, podem ser desmontados os marcos legais e institucionais anticorrupção que o país levou décadas para construir“, declara.
A Transparência Internacional fez uma série de recomendações como a implementação de uma política nacional anticorrupção, que seja desenvolvida com ampla participação da sociedade civil e que o governo garanta máxima transparência nos programas de investimento público.
