A Câmara Legislativa do Distrito Federal aprovou nesta terça-feira (3) o Projeto de Lei nº 2.175/2026, enviado pelo governador Ibaneis Rocha (MDB), que autoriza medidas urgentes para capitalizar o Banco de Brasília em meio a um rombo estimado em R$ 8 bilhões decorrente de transações com o Banco Master.
A votação, inserida na pauta após reunião de líderes na tarde, ocorreu sob forte pressão de servidores do banco, que lotaram a galeria do plenário – cerca de 400 ao todo –, vaiando opositores e aplaudindo favoráveis, em uma sessão marcada por tensão e interferências do presidente Wellington Luiz.
Contexto da Crise no BRB
O PL visa sanar déficits patrimoniais e de liquidez do banco, controlado pelo GDF, permitindo empréstimo de até R$ 6,6 bilhões junto ao Fundo Garantidor de Crédito, com nove imóveis públicos como garantia – incluindo lotes da Terracap, Novacap, CEB e Caesb, passíveis de alienação ou securitização.
O presidente do BRB, Nelson Antônio de Souza, defendeu a proposta em audiência de 12 horas na segunda-feira, alertando que sem aprovação o banco poderia parar, interrompendo programas sociais, bilhetagem de ônibus, créditos imobiliários e rurais, afetando 6,8 mil empregos.

Com 24 dos 24 distritais presentes, bastava maioria simples para aprovação. Sete emendas foram apresentadas no dia, gerando críticas por falta de análise. Oposição, liderada por Chico Vigilante, Thiago Manzoni e Rogério Morro da Cruz, anunciou cerca de 10 votos contra, questionando transparência no rombo, precificação de garantias e punição aos responsáveis pela crise. Apesar das vaias aos críticos, a base governista prevaleceu, aprovando o texto em votação nominal apertada.

Favoráveis, como Wellington Luiz, enfatizam salvar “patrimônio do DF”, fortalecendo o BRB com solidez pós-crise. Críticos apontam ausência de impacto orçamentário, incompatibilidade com LRF e risco de “cheque em branco” ao executivo, com técnicos recomendando rejeição. Uma AGE dos acionistas em 18 de março debaterá aumento de capital de R$ 8,8 bilhões como complemento.
