O prazo determinado pelo STF Corte se encerra este mês. Em dezembro de 2021, o tribunal confirmou em plenário virtual decisão da ministra Rosa Weber que liberou a execução orçamentária das emendas de relator, desde que atendidos critérios de transparência, o que nãoaconteceu com essas emendas secretas milionárias.
Ao contrário das emendas individuais, que seguem critérios bem específicos e são divididas de forma equilibrada entre todos os parlamentares, as emendas de relator não seguem regras transparentes, são destinadas de forma arbitrária, no bojo de articulações de bastidor com propósitos eleitorais, sem fiscalização, o que também facilita superfaturamentos e desvios de recursos públicos. Arapiraca, reduto eleitoral do ex-senador Benedito Lira (PP), atual prefeito, e seu filho, que hoje preside a Câmara, foi o município mais contemplado com verbas federais.
