O Banco Central (BC) informou em março que R$ 10,6 bilhões em recursos esquecidos por correntistas estão depositados em bancos e instituições financeiras no Brasil, a maior parte referente a pessoas físicas. Hoje, o governo federal deu um passo concreto nesse processo: as instituições financeiras têm até esta terça‑feira (12) para transferir esses saldos inativos a um fundo público, o Fundo Garantidor de Operações (FGO), que será usado para viabilizar descontos no Desenrola 2.0, o novo programa de renegociação de dívidas.
O Executivo anunciou na semana passada que pretende utilizar entre R$ 5 bilhões e R$ 8 bilhões desse “dinheiro esquecido” para oferecer garantias às instituições financeiras que participarem do Desenrola 2.0, reduzindo o risco de calote e permitindo descontos maiores para devedores. O montante repassado hoje servirá como lastro para o FGO, que, em caso de inadimplência, cobrirá parte das perdas dos bancos.
O que é o “dinheiro esquecido” e como ele foi identificado
O termo “dinheiro esquecido” designa saldos em contas‑correntes, poupanças, depósitos e outros produtos bancários que ficam sem movimentação por um período prolongado, tipicamente três anos ou mais, sem que o titular reclame os valores. Segundo o BC, ainda há cerca de R$ 10,55 bilhões nessa situação, sendo aproximadamente R$ 8,15 bilhões de pessoas físicas e R$ 2,4 bilhões de empresas.
Esses valores são registrados em sistemas como o Sistema de Valores a Receber (SVR) e o Banco de Valores a Receber, que permitem consulta e resgate por meio de aplicativos e sites oficiais. Mesmo com campanhas de divulgação, parte considerável dos correntistas não busca os recursos, abrindo espaço para a atuação do governo via regulação e portarias.
Regra do governo: transferência ao FGO e prazos para correntistas
Uma portaria publicada na última semana determinou que os bancos devem transferir ao FGO os saldos “esquecidos” informados ao BC até 31 de dezembro de 2024, em um prazo de cinco dias úteis a partir da portaria — ou seja, até esta terça‑feira.
O governo explicou que, desses recursos, 10% serão segregados para atender eventuais pedidos de resgate dos correntistas, preservando uma espécie de “reserva de ressarcimento”. O restante passará a compor o patrimônio do FGO, que atuará como garantia das operações de renegociação de dívidas no Desenrola 2.0. O governo também anunciou que será lançado um edital de chamamento público para que os correntistas possam contestar a transferência, com prazo de 30 dias corridos para manifestação.
Se o titular contestar e comprovar a titularidade, o valor será devolvido ao banco e, em seguida, ao correntista, corrigido pelo IPCA‑15. Decorrido o período de contestação, os recursos não reclamados se incorporarão de forma definitiva ao FGO.
Como o dinheiro esquecido alimenta o Desenrola 2.0
O Desenrola 2.0 é a nova etapa do programa de renegociação de dívidas, voltado principalmente para famílias e empresas com dívidas menores em bancos, cartões de crédito, crédito direto ao consumidor (CDC) e cheque especial. O governo pretende usar o FGO, fortalecido com os recursos esquecidos, para oferecer descontos mais agressivos — em alguns casos estimados até 90% em dívidas de até determinados patamares — e diluir o risco de perda para os bancos.
Em caso de calote, o FGO arcaria com parte do valor da dívida negociada, reduzindo o impacto nos balanços das instituições. A medida é vista pelo governo como forma de estimular o crédito, reduzir inadimplência e ajudar famílias com histórico de contas em atraso, especialmente em um cenário de alta inflação e juros ainda elevados.
Críticas e questionamentos jurídicos
A estratégia de usar recursos inativos de clientes para lastrear um programa de renegociação de dívidas tem sido criticada por parte da oposição e de entidades de defesa do consumidor, que falam em “confisco” de patrimônio privado. Argumenta‑se que o dinheiro continua sendo dos titulares, mesmo que não movimentado, e que a transferência compulsória precisaria de maior transparência e amparo jurídico claro.
Há também questionamentos sobre a segregação de 10% e a eficácia do edital de chamamento: especialistas em direito financeiro apontam para a necessidade de acompanhamento mais rigoroso, para evitar que o mecanismo se torne recorrente sem um debate amplo no Congresso e na sociedade.

Para quem suspeita ter valores esquecidos, o BC recomenda consulta imediata ao Sistema de Valores a Receber (SVR) ou a plataformas oficiais do BC, onde é possível checar se há saldo pendente e, se houver, solicitar o resgate.
Como consultar o dinheiro esquecido
O único site no qual é possível fazer a consulta e saber como solicitar a devolução dos valores para pessoas jurídicas ou físicas, incluindo falecidas, é o https://valoresareceber.bcb.gov.br.
Caso o correntista veja o saldo sendo transferido para o FGO, o governo sinalizou que ele poderá se manifestar no chamamento público, apresentar documentação e, se comprovado o direito, ter o dinheiro devolvido.
A medida de hoje, portanto, traduz em prática a decisão anunciada na semana passada: parte dos R$ 10,6 bilhões de dinheiro esquecido passará a ser operado como instrumento público de politique econômica, com foco em reduzir o endividamento das famílias e tornar o crédito mais barato e acessível, mas também sob o olho atento de fiscais jurídicos e de defesa do consumidor.
